Sheriff: New Philadelphia man formally charged for striking man with car; suspect named

The Tuscarawas County Sheriff’s Office has formally charged a New Philadelphia man in connection with a felonious assault that occurred on August 30 in Goshen Township.

Quintin X. Sarver, 23, was arraigned today in New Philadelphia Municipal Court on charges of Felonious Assault, a second-degree felony, for allegedly operating the vehicle that struck 42-year-old Robert L. Dustin Bowe. Sarver is currently being held at the Tuscarawas County Jail, with a preliminary hearing scheduled later this week.

Incident Overview

The incident took place at approximately 3:47 p.m. on Friday, August 30, when Bowe was riding his bicycle on Geottge Ave NE and was struck by a green pickup truck. The driver of the truck fled the scene, leaving Bowe critically injured.

Sheriff Orvis Campbell reported that a resident in the area witnessed the hit-and-run and contacted authorities. Deputies and detectives quickly responded, gathering witness statements and securing surveillance footage that showed the truck striking Bowe before fleeing west on East High Avenue.

Emergency responders arriving on the scene found Bowe with multiple broken bones and a serious head injury. He was airlifted to Summa Akron City Hospital, where he underwent surgery for brain trauma. Bowe remains in critical condition.

Suspect Identified and Arrested

Through the assistance of a witness, detectives were able to identify Sarver as the driver of the fleeing vehicle. Detective Captain Adam Fisher conducted an interview with Sarver, during which he confessed to intentionally striking Bowe, citing ongoing personal disputes involving alleged threats and theft.

The green pickup truck was later located at a relative’s home in Uhrichsville and was impounded as evidence.

Sarver was arrested at approximately 7:15 p.m. on the day of the incident. A probable cause hearing held by Judge Von Allman has resulted in Sarver’s continued detention as the investigation proceeds.

The case is being led by Detective Captain Adam Fisher, with support from Detective Sergeant Ed Jones, Detective Cole Morris, and several patrol deputies. The investigation remains ongoing.
